The Southern Nevada Water Authority has formerly sought to exclude “interested persons” from an upcoming hearing on the city’s proposal to export huge quantities of underground water from Snake Valley. Such interested persons or parties include Utah cities, counties, Indian Tribes, environmentalists, ranchers, and others. If Vegas is successful in excluding all of the stakeholders of this water grab then the hearing will have violated these parties constitutional due process rights. It goes without saying that such a large project impacts the whole region, and to deny the various stakeholders the right to explain their view to the Nevada State Engineer would taint the entire public hearing process.
